In Russia, it was proposed to declare an amnesty for labor migrants who had previously been expelled from the country for minor offenses. Artem Kiryanov, Deputy Chairman of the RF State Duma Committee on Economic Policy, came up with such an initiative.

According to him, this measure will help to attract from several tens of thousands to 200 thousand foreign workers to the Russian labor market, which is what the construction complex of the Russian Federation is most interested in, Rossiyskaya Gazeta writes.

It is proposed to extend the amnesty to citizens who have committed minor offenses. Basically, these are people who did not issue documents in a timely manner or were delayed in leaving the country.

The deputy noted that it is possible to remove the punishment from those foreigners who have not yet been deported.

Kiryanov proposed not to single out individual countries whose citizens would be affected by the amnesty.

Now the initiative is being discussed by the professional community, he specified.

Earlier, the need for an amnesty for foreign builders deported from the Russian Federation was also noted by the president of NOSTROY Anton Glushkov.

“I think that now is the time to work out the mechanism of the so-called amnesty in matters of foreign labor force deported from the territory of the Russian Federation. Because foreign forces are needed, they have experience of working on the territory of the Russian Federation, production skills, ”Glushkov noted. 

According to him, the number of migrants deported for violations of immigration laws is quite large.

Only on the example of Tajikistan there are about half a million of them, the head of NOSTROY explained.   

Glushkov also said that judicial practice is already being formed, when foreign citizens appeal against their deportation in court and receive the right to return to Russia to apply their labor. 

In 2022, about 6.5 million builders worked in Russia, and in 2030, taking into account the goals of developing the construction industry, their number should increase to 8 million, Glushkov emphasized. 

At the same time, only 40% of graduates of Russian construction schools remain working in their profession, he noted.
