The Federation Council unanimously approved a law that prohibits conscripts from leaving Russia from the date the summons is posted in the relevant register.
The State Duma adopted this law at a meeting on July 25. According to current regulations, the ban on leaving Russia takes effect from the day when the summons is considered to be served by law. The amendments establish that this ban will take effect from the day the summons is sent to the conscript, including at the place of work or study for subsequent delivery, or from the day the summons is handed over by the employee of the military commissariat in person against receipt. The decision to ban the conscript from leaving the country will be taken by the military commissariat on the day the summons is sent.
In addition, on July 28, the Federation Council approved a law that raises the upper limit of the military age. From January 1, 2024, the draft age will be from 18 to 30 years. The senators also passed a law that raises the fine for failure to appear on a summons to the military registration and enlistment office without a good reason: it will be from 10,000 to 30,000 rubles instead of the current 500-3,000 rubles.
In June, Vladimir Putin signed a law that obliges conscripts to hand over their passports when they are banned from leaving due to a subpoena. According to it, the recruit must, within five working days after receiving the decision to restrict exit from Russia, deposit the document with the agency that issued it – the migration department of the Ministry of Internal Affairs or the MFC. Prior to that, in April, Putin signed a law that allows subpoenas to be sent through Gosuslugi and to block exit from the country immediately after the subpoena is served.
