Introduction of fines for wearing niqab (veil covering all of the face apart from the eyes) and thick beards making it impossible to identify citizens in public places is suggested in Kyrgyzstan.
MP Sharapatkan Majitova (Yntymak) came up with the respective amendments to the Code of Offenses, which were published for public discussion on November 14.
Wearing clothing covering all of the face in public places, except for cases when covering is worn for medical reasons and by those on duty, as well as foreigners having diplomatic status, will lead to 2000 soms fine or up to 30 hours of public works.
Wearing thick beards, making it impossible to identify citizens in public places, except for foreigners staying temporarily and those having diplomatic status, will lead to 2,000 soms fine or up to 30 hours of public works.
“The task of the given bill is to ensure identity and public safety in the country,” MP Sharapatkan Majitova stated.
The lawmaker said the bill is aimed at the following important goals – ensuring public safety and sociocultural harmony.
“The proposed changes in the legislation aim to support public order and safety in the country. Prohibition to wear niqab in certain public places helps to ensure safety and public order, without restricting right of citizens to freedom of movement and religion,” the lawmaker said.
“The bill strives to create a balance between respect of religious beliefs and the public safety need. It is aimed at harmonious coexistence of different groups of population, taking into account the basic principles of civil freedom and the right to manifest religious beliefs while observing the rules of public safety and personal identification in public places,” the MP explained.
