The Minister of Justice of the Russian Federation Konstantin Chuichenko met with the Prosecutor General of the Kyrgyz Republic Maksat Asanaliev. The Russian Embassy in Bishkek reported.

The parties discussed development of a legal framework in the sphere of transfer of persons sentenced to imprisonment to their states of citizenship.

The departments are working on a number of draft international treaties, the preparation of which was initiated by the Ministry of Justice of Russia. Among them is a draft agreement on the exchange of information on serving of sentences by convicts transferred between the Russian Federation and the Kyrgyz Republic on the basis of the CIS Convention of 1998.

«The state and citizens, especially victims, have a legitimate interest in receiving comprehensive information on serving of sentences by the transferred convicts. At the same time, the Convention does not provide mechanisms for exchanging this information. The draft agreement will fill this gap. We propose organizing expert consultations on the draft by the end of this year,» Konstantin Chuichenko said.

The parties also discussed the draft multilateral protocol to the 1998 CIS Convention concerning the establishment of the institute of commissioners for the transfer of convicted persons. The document is undergoing procedures for domestic approval.

A Memorandum of Understanding was signed in Moscow between the Ministry of Justice of the Russian Federation and the Prosecutor General’s Office of the Kyrgyz Republic.

The agencies intend to cooperate within the framework of the Convention on the Transfer of Persons Sentenced to Deprivation of Liberty for Further Serving of Sentences, exchange experience and conduct joint research on current legal issues, develop training and exchange programs to improve the qualifications of law enforcement officers.
