Chairman of the Cabinet of Ministers Akylbek Japarov held a meeting to discuss a pilot project on administrative and territorial reform.

The meeting was held in Cholpon-Ata with the participation of heads of state bodies and local authorities, according to the press service of the Cabinet of Ministers.

The results of the pilot project on the administrative and territorial reform in Tyup district of Issyk-Kul region and in Naryn region were considered at the meeting.

“The implementation of the reform must be approached with full responsibility. A feature of the administrative and territorial reform is its effectiveness. We do not have time to wait years to see the results, we have moved on to making quick and effective decisions,” Japarov said.

The head of the Cabinet of Ministers stressed that the time has come to move “from words to deeds, from politics to economics.”

“We need to move from quantitative to qualitative indicators. The main goal of the administrative and territorial reform is that people should feel real changes in their lives,” he noted.

Governor of Naryn region Altynbek Ergeshev spoke about the results of the pilot project on the administrative and territorial reform. He noted that the reform in Naryn region was completed within 2 months.

“63 rural municipalities were reformed into 27, more than 100 million soms were saved, access to databases for the provision of public services and information was increased from 63 to 143,” Altynbek Ergeshev emphasized.

He also outlined the problems in the implementation of the reform, which included the difficulties in determining the center of the rural municipality, renaming it and merging electronic databases.

Governor of Issyk-Kul region Iliyaz Imanbetov also shared the results of the administrative and territorial reform in Tyup district.

He noted that 13 rural municipalities were transformed into 5, more than 140 million soms were saved, which will subsequently be redirected to the development of the region.

In addition, proposals were heard from the governors in the regions, as well as the mayors of the cities of Bishkek and Osh on holding the reform in the regions.

Akylbek Japarov said that this reform will be implemented in all regions of the republic.
