The leader of the Butun Kyrgyzstan parliamentary faction, deputy of the Jogorku Kenesh Adakhan Madumarov was placed in the pre-trial detention center of the State Committee for National Security (GKNB) of the Kyrgyz Republic.
This decision was made on the evening of September 2 by the Pervomaisky District Court of Bishkek. The press service of the court explained that in this way the request of the investigator of the Ministry of Internal Affairs was granted, and the parliamentarian will be kept in custody until the end of the investigation, that is, until October 24.
Recall that earlier the lawyer Gulyana Ubaliyeva told reporters that the politician is suspected of high treason. According to her, the case is related to the protocol on the Tort-Kocho section on the Kyrgyz-Tajik border, which Adakhan Madumarov signed in 2009 when he was Secretary of the Security Council of the Kyrgyz Republic.
Deputy of the Jogorku Kenesh from the Butun Kyrgyzstan faction Gulya Kozhokulova confirmed the information about the detention of Adakhan Madumarov in the pre-trial detention center of the State Committee for National Security and recalled that the parliament had previously agreed to bring him to justice under the article “Abuse of power” and it is not clear to her how, during the investigation, the article changed to “Treason”. The people’s choice added that the leader of their faction never avoided communicating with investigators, and today’s detention of Adakhan Madumarov on the street, in front of his son, was unnecessary.
Recall that the Jogorku Kenesh gave consent to bringing Adakhan Madumarov to criminal liability in the case of abuse of power when signing the above protocol on June 22. In the presentation of the Prosecutor General of the Kyrgyz Republic on obtaining the consent of the Parliament, it was about three articles of the Criminal Code of the Kyrgyz Republic: preparation for mass riots, violent seizure of power and abuse of power. To consider the submission, the deputies created a commission, which included 8 parliamentarians from factions and deputy groups.
The politician himself, commenting on the consent of the deputy commission, stated that his colleagues received a “hard” order and called the presentation of the Prosecutor General’s Office politically motivated.
In 2022, the Prosecutor General’s Office already asked the Jogorku Kenesh to agree to bring Adakhan Madumarov to justice. Then it was about the article of the Criminal Code of the Kyrgyz Republic “Treason”, but later it was reported about the retraining for the article “Excess of power”. But then the parliament did not satisfy the proposal of the supervisory authority.
